With over 40 years’ experience working with business, government and individuals in the vibration, structure inspection and sound (noise) fields, Joe’s activities include design of vibration and sound monitoring programs; reviewing vibration and sound level data, including tens of thousands of seismograph vibration recordings; performing work necessary for the submission of blast permits; advising on the scope of, and performing, thousands of pre-blast/construction structure inspections; conducting investigations of hundreds of damage claims alleged to have resulted from vibration-producing activities; providing testimony regarding vibration and noise studies as well as damage claims investigations; conducting in-house and client training relative to vibration monitoring and proper field information documentation; and attending public meetings and open house events.
Joe worked in conjunction with research conducted by the United States Bureau of Mines relative to the effects of blast vibrations as well as the Structural Response Study of Kenneth Medearis.

Professional Experience:
Joe is part of the Technical Services Group in the Hazelton, PA office of Vibra-Tech Engineers, Inc. His experience has kept him involved in pre-post structure inspections and evaluations of the effects of vibration and noise on those structures. Joe also worked on a study by Kenneth Medearis evaluating Structural Response in single through two-story structures.
